About the project
The Tulcea City Hall contracted an air-quality monitoring network: 4 measurement stations placed in sensitive areas of the city, with the data displayed publicly, in real time, on the city hall’s website. Claritech built the stations, installed them and operates the data platform - the map embedded in the city’s website is served by our platform. The network continues and extends a city pilot project from 2022.
Project requirements
Through its 2021-2030 development strategy and its adherence to the European Green City Accord initiative, the city of Tulcea committed to monitoring and improving air quality - and to keeping the public informed. For that, the administration needed continuous measurements in the city’s sensitive spots and a simple way to show them to citizens.
Project type
A municipal air-quality monitoring network, with the delivery and installation of the measurement stations plus integration and 3-year access to the online platform.
Location
4 sites across the city of Tulcea, chosen by the city hall in sensitive areas: km 0, the area of a secondary school, Alexandru cel Bun street and the Peco area.
Measured parameters
Particulate matter (PM1, PM2.5, PM4, PM10), VOC index (volatile organic compounds), NOx (nitrogen oxides), temperature and humidity.
The solution
Claritech stations, with a Sensirion sensor
Each station uses the Sensirion measurement core of the Claritech PM stations: PM1/PM2.5/PM4/PM10 particulates, VOC and NOx index, temperature and humidity - the same equipment we build and operate in other projects as well.
Mounting with no additional works
The stations are mounted on existing electricity poles, alongside urban infrastructure already in place - no foundations, no new cable routes, no construction works.
The public map, on the city hall’s website
The data flows into the central Claritech platform, and the real-time map is embedded directly into the city hall’s monitoring page - citizens see the air quality without installing anything.
Monitoring as a service
The project also provides 3-year access to the platform: operating the network, collecting and displaying the data is our responsibility, and the administration simply uses the service - a simple, predictable model for a public authority.

A station mounted on an existing pole, above one of the monitored boulevards.

The measurement station is mounted alongside the existing urban infrastructure - no new works.
What we delivered
| Component | Details |
|---|---|
| Stations | 4, at the sites chosen by the city hall |
| Parameters | PM1 / PM2.5 / PM4 / PM10, VOC index, NOx, temperature, humidity |
| Mounting | On existing poles, with no additional works or fittings |
| Platform | Centralized collection and a public map, embedded in the city’s website |
| Service model | Installation + 3-year access to the online platform |
The results
Public data, in real time. The air quality of the monitored areas is visible to anyone, directly on the city hall’s website.
Commitments backed by measurements. The network supports the city’s 2021-2030 strategy objectives and its Green City Accord commitments - continuous monitoring and public information.
No infrastructure works. Mounted on existing poles - fast installation, no construction works.
The platform, delivered as a service. The administration receives the data without maintaining any hardware. Operations, the platform and the public map are included for the whole duration of the contract.
The project is presented publicly by the Tulcea City Hall.
Why Claritech
We build and operate environmental monitoring networks for cities, schools and communities - from the Claritech PM air-quality stations to urban noise networks: our own hardware, our own platform and a service model under which the administration uses the data without operating the equipment.
